EU Anti-Corruption Policy and Liaison Officer

Transparency International EU (TI EU) is an international non-profit organisation under Belgian law (AISBL) based in Brussels (Belgium). We work closely with Transparency International national chapters in over 100 countries worldwide and the International Secretariat (TI-S) based in Berlin.

 

As part of the global Transparency International movement, TI EU coordinates Transparency Internationals advocacy toward the EU institutions. The mission of TI EU is to prevent corruption and promote integrity, transparency and accountability in EU institutions, policies and legislation. This will in turn enhance efforts at the national level to fight corruption and promote equality and access to justice for citizens.

 

TI EU is looking for an experienced and motivated individual for its EU advocacy team. We are seeking an EU Policy Officer who will lead our advocacy toward and partnership with the EU in achieving the anti-corruption and good governance targets as part of the EUs commitment to the UN Sustainable Development Goals. The role will promote anti-corruption strategies as part of the EUs internal and external policies, for example looking at how anti-corruption and good governance standards can be embedded in macroeconomic surveillance of Member States, enlargement and neighbourhood policies, development assistance and trade agreements. The person will also liaise with Transparency International chapters inside and outside the EU in order to share best practice and coordinate their input into these policies.  S/he will have a key role in monitoring and engaging with the EU institutions on the implementation of the Sustainable Development Goals, in the context of Transparency Internationals global and EU strategies.

 

Main functions:             Advocacy, policy development, TI chapter liaison, resource mobilisation support

Starting date:                1 May 2018

Location:                      Brussels

 

Salary:                         Grade III: ranging from 3,111 EUR to 4,902 EUR gross per month. Exact remuneration depends on the qualifications and experience of the successful candidate. An appointment is expected to be made in the middle of this range.

 

Reporting:                    Reports to the TI EU Director

 

1.     EU advocacy and communications

⎯        Lead and coordinate TIs advocacy in the area of EU anti-corruption policies for sustainable development, together with TI national chapters and the TI International Secretariat

⎯        Help to develop TI policy in these areas

⎯        Draft and coordinate responses to relevant EU consultations

⎯        Liaise with policy makers, civil society organisations and business

⎯        Represent TI on official European Commission stakeholder groups

⎯        Represent TI at conferences, seminars and other relevant networks and policy fora

⎯        Organise conferences, seminars, workshops

⎯        Liaise with journalists and represent TI in media

 

 

 

2.     Monitoring, research and analysis

⎯        Monitor developments in anti-corruption and good governance policies as they relate to the EUs sustainable development policies, for example the European Commissions macroeconomic surveillance of Member States, enlargement and neighbourhood policies, development assistance and trade agreements.

⎯        Disseminate relevant information to policy makers and other stakeholders

⎯        Draft evidence-based policy papers and other submissions in related policy areas

⎯        Monitor and analyse relevant information contained in corporate reports, annual accounts and other public documents

 

3.     National Chapter liaison and resource development

⎯        Liaise with TI national chapters inside and outside the EU on relevant policies

⎯        Organise briefings and seminars on EU policies for sustainable development

⎯        Coordinate TI national chapter input and advocacy on related EU policy making

⎯        Monitor resource development and partnership opportunities for the TI movement, and share and develop these with the TI International Secretariat and relevant TI national chapters.

⎯        Visit TI national chapters within EU on their invitation to assist them with their national SDG advocacy work

⎯        Contribute as needed to the SDG capacity building programmes for national chapters within EU

 

Knowledge, experience and skills:

 

        Masters degree or equivalent, preferably in law, political science, economics or another relevant field

        At least five years relevant paid work-experience

        Experience of working with EU institutions

        Experience of working on issues related to EU policies for sustainable development

        Demonstrated knowledge of practical anti-corruption and/or good governance strategies as these apply to the sustainable development field. An understanding of corruption and governance indicators or measurement tools would be an advantage.

        Project management experience and a track record of delivering projects on time and to budget

        Experience of successful fundraising

        IT proficiency, especially with social media applications

        Excellent oral and written communication and presentation skills essential

        Fluency in English required; fluency in French, Spanish or Arabic an asset

        Good interpersonal skills and ability to work as part of a team in a multi-cultural environment

        Ability to work under pressure, manage competing priorities and maintain a professional approach

        Entrepreneurial, creative and opportunity-driven mind-set
